We would like to inform you about an upcoming rate change at the CBR that may affect your driving lessons and exam costs. The CBR has announced that the rates for both theory and practical exams will increase by 8.5 percent starting in 2024. This change applies to private exams and will be in line with the average consumer price index increase from August 2022 to July 2023.
Theory Exam Surcharge for Fraud Prevention
In addition to the general rate increase for 2024, the CBR is also introducing a surcharge of €3.50 for private theory exams. This surcharge is intended to offset the incurred costs of fraud prevention. In recent years, the CBR has invested in measures to combat fraud and secure question banks. This includes the purchase of hand scanners, enhanced security, new ID scanners, and cybersecurity.
Preparation for 2024
If you are currently undergoing driver training or planning to start soon, it’s important to be aware that exam rates will increase in 2024. The CBR will submit this proposal for approval to the cabinet in September. If you plan to book lesson packages that begin this year and include an exam in 2024, we recommend considering this rate increase in advance.

The lead time for a practical exam at the CBR currently varies by category but averages between 16 to 22 weeks. This means that some exams may be scheduled after December 31, 2023, making the rate increase applicable. We want to emphasize that we will do our utmost to schedule as many practical exams as possible in 2023, but unfortunately, we have no control over the available exam capacity at the CBR. We understand that this rate increase can be inconvenient and regret the situation.
